The project is scheduled to be completed in 2025 per San Diego Forward: The Regional Plan, adopted by SANDAG in 2015. However, funding for the project will dictate the ultimate timeline. The project is currently funded only through the environmental phase.


Preliminary design and environmental work for the project has been funded with $10 million from the state’s Traffic Congestion Relief Program and $12.6 million from the TransNet extension regional sales tax measure for a total of $22.6 million. The cost to build the SR 94 Express Lanes Project is estimated to be between $500 million and $600 million depending on the alternative chosen. The funding for this project would come from federal, state, and local sources.
