Phase 1 Schedule
The construction contract was awarded in August 2011, meeting the Trade Corridor Improvement Fund funding deadline. Construction began in June 2012 and was completed in March 2014.
Phase 1 Budget
The total cost of the Phase 1 project was $44.4 million. Funding for the project included the following sources: $1.9 million from the California State Transportation Improvement Program; $10.8 million from the TCIF established under Proposition 1B, which was approved by California voters in November 2006; and $31.7 million from TransNet, the regional half-cent sales tax for transportation.
Phase 2 Schedule
On November 22, 2016, SANDAG released the project’s Environmental Assessment (EA) for the Federal Railway Administration (FRA) under the National Environmental Policy Act. The EA has been prepared in accordance with the National Environmental Policy Act (NEPA). The Federal Railroad Administration (FRA) is the project’s lead agency under NEPA. The EA was prepared to analyze the current state of the surrounding environment, potential impacts, project alternatives, and applicable mitigation measures.
Phase 2 Budget
The total cost for the design and construction of the Phase 2 project currently is estimated to be $98 million. This project is currently in its design phase and SANDAG is actively purchasing right of way for the new alignment.
This project has been allocated $11 million to complete design and environmental review. SANDAG has leveraged $3.14 million in federal rail capital grant funds and $2 million in State Transportation Improvement Program funds with $5.9 million in local TransNet funds to complete the design and environmental clearance phases of the project. SANDAG is actively seeking grants for construction funding.
