Preserving Our Scenic Coastline
Along with highway and rail improvements from La Jolla to Oceanside, the North Coast Corridor Program includes $200 million to preserve, enhance and protect coastal habitats in the corridor. The program:
• Creates several hundred acres of preserved coastal habitat
• Improves the health of six coastal lagoons
• Provides new and improved ways to reach the beach
In an effort to minimize impacts and to coastal lagoons, highway and rail bridge improvement projects will be constructed concurrently. As aging rail and highway bridges are replaced with modern structures, the new designs will feature longer spans with fewer piers in the water. The smaller footprint of these bridges will help to improve tidal flow in many of the lagoons, resulting in healthier coastal environments.
To prioritize these environmental enhancements, Caltrans and SANDAG have developed the Resource Enhancement Mitigation Program, which outlines opportunities to restore and enhance lagoon ecosystems. In the years ahead, the two agencies will work with community and environmental stakeholders to determine how to prioritize the environmental improvements. Funding will be used from the existing TransNet Environmental Mitigation Program for regional transportation improvements, which is administered by SANDAG.
CONSTRUCTION ALERT #1
LANE CLOSURE EXTENSION: Caltrans and SANDAG NCC crews will intermittently close one lane in each direction along El Camino Real in the City of San Diego, Monday to Friday, from 8 a.m. to 3:30 p.m. until Tuesday, April 19. The closures will allow crews to install water lines. Traffic will be maintained throughout construction.
Closures were previously scheduled through March 28 and have been extended to April 19 due to inclement weather. *Please note construction schedules are subject to change due to forecasted rain, fog, and cold temperatures.
This work is part of Phase II of the San Dieguito Lagoon Wetland Restoration Project. Please view the map below for additional information on closure locations.
CONSTRUCTION ALERT #2
San Dieguito Lagoon Wetland Restoration Project Phase II
Caltrans, SANDAG, and the San Dieguito River Park Joint Powers Authority are beginning Phase II of the San Dieguito Lagoon Wetland Restoration on Monday, January 3, 2022. Approximately 84 acres of wetlands will be restored after the completion of the restoration in 2024.
Construction activities will require the closure of the Dust Devil Nature Trail to all public access Mondays through Fridays. The trail will be open on Saturdays and Sundays from 6 a.m. to 6 p.m. January-March and October-December. From April-September, the trail will be open on Saturdays and Sundays from 6 a.m. to 7:30 p.m. The parking lot will be closed while the Dust Devil Nature Trail is closed.
Please note that crews will be removing non-native vegetation within the lagoon to prepare for the restoration. New native vegetation will be planted after completion. Construction crews will be hauling construction equipment and material on El Camino Real and Via De La Valle in the City of Del Mar. Please stay alert.
