CONSTRUCTION ALERT

As part of Build NCC efforts to improve the rail crossing for pedestrian and bicycle accessibility and safety, the Chesterfield Drive railroad crossing in Cardiff-by-the-Sea will feature partial lane closures from Monday, December 10, to Tuesday, January 1, and a full closure for eastbound and westbound motorists from Wednesday, January 2, to Wednesday, January 23, 2019.

During this planned closure, construction crews will:

  •          Install new traffic signal and rail crossing equipment
  •          Add improved signage
  •          Construct sidewalk curb extensions
  •          Improve rail crossing signals and gates
  •          Modernize and enhance the crossing warning system
  •          Build new ADA accessible sidewalk and ramps
  •          Construct a multi-use Class I bikeway and pedestrian path

The improvements at Chesterfield Drive will accommodate the City of Encinitas' future Quiet Zone for Cardiff-by-the-Sea.

East and westbound pedestrian/bicycle access will be maintained throughout the duration of the closure.

 

Motorists will be detoured around the closure via:

  •  Northbound San Elijo Avenue and northbound Coast Highway 101 to Encinitas Boulevard
  •  Southbound San Elijo Avenue to Lomas Santa Fe Drive (via Manchester Avenue and I-5 south) and southbound Coast Highway 101 to Lomas Santa Fe Drive

Build NCC | Rail Improvements

Build NCC rail improvements included as part of the NCC program are part of a 20-year plan to invest nearly $1 billion in double track improvements from the Orange County line to Downtown San Diego. To date, approximately two-thirds of the San Diego segment of the LOSSAN rail line has been double tracked, which allows trains traveling in opposite directions to pass without slowing or stopping.

Build NCC rail improvements include:

  • San Elijo Lagoon Double Track Project, which will add 1.5 miles of double track from Cardiff-by-the-Sea to the southern border of the San Elijo lagoon and replace the existing wooden trestle bridge with a concrete, double-tracked bridge.
  • Batiquitos Lagoon Double Track Project, which will add approximately .75 miles of new double-track across the Batiquitos Lagoon and replace the existing wooden trestle bridge with a concrete, double-tracked bridge.
