Project Overview
In August 2022, SANDAG and the City of Encinitas opened the El Portal Undercrossing to the public. The El Portal crossing created a new rail bridge and pedestrian undercrossing between Highway 101 and Vulcan Avenue, east of El Portal Street in the Leucadia area.
In 2017, the City of Encinitas partnered with SANDAG and NCTD to construct the new undercrossing near El Portal Street to provide a safe and legal crossing for pedestrians and bicyclists.
The El Portal undercrossing complies with the Americans with Disabilities Act and provides safe connections for pedestrians and bicyclists. The project was planned in conjunction with the
City of Encinitas’ streetscape project. Access to beaches, schools, commercial areas, and residential neighborhoods was improved upon completion.
Construction began in December 2020 and was complete in August 2022.
El Portal Undercrossing Ribbon Cutting
On Sunday, August 14, the City of Encinitas and SANDAG celebrated the completion of the El Portal Undercrossing, the newest pedestrian and cyclist rail undercrossing in the region and the first phase of the Leucadia Streetscape project. The new undercrossing will provide a safe path for the community to access schools, businesses, residential areas, and the coastline in Leucadia.
