Build NCC | Rail Improvements

Build NCC rail improvements included as part of the NCC program are part of a 20-year plan to invest nearly $1 billion in double track improvements from the Orange County line to Downtown San Diego. To date, approximately two-thirds of the San Diego segment of the LOSSAN rail line has been double tracked, which allows trains traveling in opposite directions to pass without slowing or stopping.

Build NCC rail improvements include:

  • San Elijo Lagoon Double Track Project, which added 1.5 miles of double track from Cardiff-by-the-Sea to the southern border of the San Elijo lagoon and replace the existing wooden trestle bridge with a concrete, double-tracked bridge.
  • Chesterfield Dr. Rail Crossing improvements, which enhanced bicycle and pedestrian safety and accommodates the City of Encinitas' future Quiet Zone in Cardiff-by-the-Sea.
