Build NCC includes the restoration of the San Elijo and the San Dieguito Lagoons, and nourishment of Cardiff and Moonlight State Beaches, and Fletcher Cove.

The San Elijo Lagoon restoration project is currently being coordinated with the Nature Collective (formerly the San Elijo Lagoon Conservancy) and resource agencies. Lagoon restoration will enhance wetland and upland areas, improve tidal flushing, and include beach sand replenishment.

Additionally, phase two of the San Dieguito Lagoon Restoration began in January 2022. This project is coordinated with the San Dieguito River Park and resource agencies. The project will restore over 154 acres of wetland habitat in the lagoon, ensure future anticipated flood and sea level rise resiliency, and increase trail connectivity and public access throughout the San Dieguito River Park.

In addition to restoring the San Elijo and San Dieguito Lagoons, approximately 250 acres of open space and sensitive coastal habitat has been preserved and/or enhanced as part of the NCC Program.

In 2018, Build NCC crews brought over 444,000 cubic yards of beach-quality sand to Cardiff State Beach and Fletcher Cove. In 2022, crews completed additional beach nourishment efforts at Moonlight and Cardiff State Beach, bringing over 77,000 cubic yards of beach-quality sand sourced from the newly restored San Elijo Lagoon. 

During construction, limited access to the lagoons and trails is anticipated. Some trails may have periodic closures to ensure the safety of trail users. For the latest information on lagoon trail closures, view the closure list.
