What is Build NCC?
It’s a combination of transportation improvements, environmental protection, and coastal access projects in the cities of Solana Beach, Encinitas, and Carlsbad being constructed by Caltrans and SANDAG. Build NCC is the first phase of the 40-year North Coast Corridor (NCC) Program.
What has Build NCC constructed?
- San Elijo Activity Hub Park & Ride
- 13 miles of Carpool/HOV Lanes on I-5 from Lomas Santa Fe Drive in Solana Beach to SR 78 in the City of Oceanside
- 4 new sound walls throughout the project limits
- 7 miles of bike and pedestrian paths in Encinitas
- 1 new vista point on southbound I-5, just south of Birmingham Drive
- 1.5 miles of rail double-tracking
- 154 acres of restored wetlands in the San Elijo Lagoon
- 400,000+ cubic yards of sand added to local beaches
What is Build NCC working on now?
Build NCC construction crews are working on construction of a new auxiliary lanes from Poinsettia Lane to Palomar Airport Road on northbound I-5, and from Cannon Road to Poinsettia Lane on southbound I-5. Crews also are restoring 84 acres of the San Dieguito Lagoon, and working on slope repair and other rehabilitation at the Agua Hedionda Lagoon. Starting January 2024, crews are working on constructing the Tamarack Avenue sound wall on northbound I-5, as well as bike and pedestrian improvements to Chestnut Avenue intersection with I-5 in the City of Carlsbad. The Chestnut Avenue underpass will also feature community art installations coordinated by the City of Carlsbad.

Construction Impacts Delayed: Chestnut Avenue and Pio Pico Drive in the City of Carlsbad
During construction there will be no parking under the I-5/Chestnut Avenue underpass or within 300 feet from the Pio Pico Drive crosswalk. Additionally, the NCTD Route 325 bus stops will be shifted south by 200 feet.
Crews will work to minimize noise and impacts to all nearby communities, and access to homes will be maintained at all times. Daytime work will take place from 7 a.m. - 3 p.m. and nighttime work will take place from 9 p.m. to 5 a.m. The majority of work for this project will be completed during daytime hours. Some night work is anticipated due to safety and access concerns, but no loud operations will occur at night. *Note: construction schedules are subject to change.

Orange Striping Pilot Program Resumes on I-5 in the City of Carlsbad
Caltrans and SANDAG Build NCC crews have restriped the orange contrasted lane striping on I-5 between Palomar Airport Road in the City of Carlsbad and State Route 78 (SR 78) in the City of Oceanside.
The orange contrasted lane striping will remain in active construction zones until project completion in early 2025. Build NCC crews will allow the striping to wear down over time allowing it to slowly fade off of the freeway lane lines.
The orange striping is meant to draw attention to the work zone, reinforce the 55-mph speed limit reduction, and improve both driver and construction worker safety. The orange striping can be found in the stated limits below:
DRIVE 55 on I-5!
Motorists traveling along I-5 in North County between Poinsettia Lane in the City of Carlsbad and State Route 78 (SR 78) in the City of Oceanside – are advised of a speed limit reduction to 55 mph in both north and southbound directions. The speed limit reduction will be in place until project completion in 2025.
This speed limit reduction within the highway work zone is necessary to ensure the safety of the traveling public, and construction and public safety professionals. Construction signage will alert drivers as they enter and exit the construction zone. Additionally, the California Highway Patrol will be actively working to ensure motorists are driving safely by enforcing the new, posted speed limit. Please note fines are doubled in work zones.
