Uptown Bikeways - Opportunities to Get Involved

Since planning for the Uptown Bikeways project began in 2012, ten community workshops have been held and more than 100 presentations have been made to community groups. Project goals, alignments, and design features were developed and refined during the planning phase using input from a 38-member Community Advisory Group.

During the final design and construction phases, SANDAG will continue to work with community stakeholders to incorporate feedback on the project aesthetics, landscaping, and other design features. Project updates will be posted under the Notices tab. Presentations to community groups and organizations also are available upon request. SANDAG Board of Directors Meeting – July 22, 2016

After several years of community outreach and project refinement, the SANDAG Board of Directors approved the California Environmental Quality Act (CEQA) exemption for Segments 1-4 of the project on July 22, 2016.

Open House and Public Hearing – May 24, 2016

SANDAG held a community open house and public hearing on May 24, 2016, which marked a key milestone for the Uptown Bikeways project. As part of the project’s CEQA compliance, SANDAG prepared a Traffic and Safety Impact Assessment, which was published on May 9, 2016:

· Traffic and Safety Impact Assessment

· Appendices - Traffic and Safety Impact Assessment

Open house and public hearing attendees had the opportunity to talk with project team members and provide feedback. Comments collected at the open house and public hearing and responses to those comments were provided to the Board of Directors for consideration prior to their July 22, 2016, meeting. The comments and responses are included in Item #11 of the July 22, 2016 SANDAG Board of Directors meeting agenda.

SANDAG Transportation Committee Meeting - June 5, 2015

On June 5, 2015, the SANDAG Transportation Committee directed staff to move forward with final engineering of the original design concept for the project with the exception of the constrained portion of University Avenue between 1st Avenue and 9th Avenue in Hillcrest, and maintaining vehicle access on the eastbound ramp from Washington Street to University Avenue.  The minutes, presentation, and audio from this meeting are available online.

Planning Phase Alignment Analysis Report - 2014

The planning process for the Uptown Bikeways project began with extensive community outreach and the analysis of existing conditions and alignment alternatives in the Uptown project area. Project goals were established with community input, and more than 50 project alignment alternatives were evaluated against these goals. The resulting recommended project alignments were those that performed best at meeting the project goals. The following Alignment Analysis Comprehensive Report provides a summary of the analysis process and outcomes:

Planning Phase Community Involvement

Community members have actively helped to shape the design of the Uptown Bikeways project. During the planning phase alignment analysis, SANDAG engaged a wide range of representative, community-based interests to inform project development.

The Uptown Bikeways Community Advisory Group was formed to provide input on issues, opportunities, and alternatives and share information with the larger community. Established community groups - such as town councils, resident groups, business associations, and non-profit groups - were asked to select a person to participate on the Community Advisory Group. The 38-member Community Advisory Group met four times to provide input to the SANDAG design team during the alignment analysis. Advisory Group meetings were open to all community members. Throughout the alignment analysis, Advisory Group members helped disseminate information and collect input from their representative organizations and other community members.

Community Workshop #2 and Advisory Meeting #4 - February 6, 2014

After extensive public outreach efforts and preliminary analysis, bikeway alignments that best meet project objectives – and present the most opportunity to create an excellent community asset – were identified along all 12 miles of the project corridors.
